From July 12th, 2010 the following new prerequisites for subsidies of solar thermal plants come into effect:

RENEWABLE HEAT: BUDGET COMMITTEE GIVES THE GO-AHEAD FÜR INCENTIVE PROGRAM:

The budget committee of the German Bundestag agreed to the annulment of the budget freeze for the incentive program on July 7th, 2010. By this the funds in the amount of 115 million Euro which were frozen up to now can be used for the further subsidy of renewable energies in the heat market (Solar heat, Biomass heat pump). The minister for the environment Dr. Norbert Röttgen welcomed the decision.

“The released funds are a clear commitment to the ambitious development of renewable energies. The incentive program is the most important aid programme for investments for the heat production from renewable energies. The funds are a good investment as by a subsidy volume of 380 million investments of approx. 2.8 billion Euros will be activated. This not only supports local businesses but also medium-sized industrial businesses in the heat sector. The technological leading position of the German industry is strongly supported by the incentive program by regularly adjusting the subsidies to the most innovative technologies” said Röttgen.

Subsidies for solar heat multi-purpose plants, solar process heat and –cold, pellet boiler, and high efficient heat pumps.

The annulment of the budget freeze of the incentive program means that the breakpoint which had been announced on May 3rd, 2010 will be nullified immediately. From July 12th, 2010 applications for support can be files again according to the new prerequisites at the Federal Office of Economics and Export Control. The subsidies will focus on the most innovative technologies as their profitability would not be given without additional subsidies. This includes amongst others solar collectors for the combined water heating system and heating support, solar collectors for cold and process heat production, pellet boilers and high efficient heat pumps.

No subsidies for solar heat for sole drinking water warming

No subsidies will be granted for plants on new buildings as a national utilization responsibility according to the renewable energy heating law exists therefor. Similarly the subsidies for already established technologies like solar collectors for sole drinking water warming or such technologies with a good profitability like air-ducting pellet boilers, split logs carburettor boilers but also less efficient heat pumps will be dropped. The subsidies requisites are valid for the time being until the end of 2011.

Applications which were filed before the stop of the program receive the complete subsidies according to the old prerequisites

All applications which were received by the Federal Office of Economics and Export Control before the announcement of the program stop on May 3rd, 2010 receive the whole subsidies according to the old prerequisites. The subsidies of big plants for the heat generation within the framework of the incentive program which are carried out by the KfW-bank group had not been affected by the budget freeze. That is the reason why the existing loan subsidy for heating networks, Biomass-combined heat and power generation-plants, heat storage tanks and geothermal facilities will be continued unchanged.

Within the national climate protection initiative the subsidy program for small plants of combined heat and power generation will still be discontinued as the means therefore are already completely utilized.
